Biovac Secures R1.8 Billion For Africa's First End-to-End Multi-Vaccine Manufacturing Facility

This week, the South African Cabinet formally confirmed a R1.8 billion ($108.3 million) financing agreement for Biovac to establish Africa's first end-to-end multi-vaccine manufacturing facility in Cape Town. This collaboration between the European Investment Bank (EIB), the International Finance Corporation (IFC) and the European Commission aims to transition South Africa into a self-sufficient hub for life-saving biological products by moving beyond traditional filling operations into the complex manufacture of drug substances.
As a core component of the Global Gateway strategy, the package includes a €75 million quasi-equity investment from the EIB and a $20 million loan from the IFC. Biovac, established in 2003 as a Public Private Partnership between the South African Government and the Biovac Consortium, has already facilitated over R1 billion in foreign investment through previous ventures with partners such as Sanofi and Pfizer.
Building on R800 million previously invested in local infrastructure, this project will enable the manufacture of vaccines for cholera, polio and meningitis. The facility, supported by a workforce where 85% hold tertiary qualifications, is expected to be fully operational by 2028. It specifically targets the 40% global supply gap for the oral cholera vaccine while reducing domestic reliance on volatile international supply chains. Beyond healthcare, the investment acts as an economic catalyst by creating over 340 high-skilled roles and supporting thousands of indirect jobs.
The transaction signals South Africa’s technical and regulatory maturity to global markets, which is expected to stimulate further economic activity within the domestic life sciences sector. By aligning public policy with international finance, the project bridges the gap between local research and global manufacturing standards.
